I think all these guys, including the gov't, or anyone should just leave things where they find them. UNLESS there is some SIGNIFICANT historical value.
Bringing up some bell from a lightship to put in your garage does not qualify IMHO, as significant historical value.
It seems the CG in this case felt the same way and told people to stay away, they decided not to listen and now they may have to pay for that decision.
