dive flags - Laguna Beach - any rules/regs?

I've looked a several LB sites for info re dive flags & beach diving from the several coves at LB, but found no info. Other than obvious safety issues, do the powers-that-be (local/regional/national) have rules and regs re dive flag usuage along the coast here in So. Calif?
