I've dove there a few times. Great diving! Lots of color and some fish you don't see further north (trigger fish etc.)
As for the rules, I know you can't go ashore (unless you want to be held by Mexican immigration authorities) and I don't think there's any spearfishing on scuba, but you might double check that.
Well worth the effort to get there.
