hey, jus, i tried to contact the u.s. coast guard
today, but apparently they only have an east coast
phone # and they were closed by the time i called it.

the phone operator could not find a california listing
for them.

so, instead i settled for the orange county's harbor
patrol, newport beach station and i found out the following:

**no dive flag is required by a diver at any time
if diving the coast of california; if diving a HARBOR,
however, then one needs to get permission for diving
harbors (since there is no diving allowed there to
begin with) and one must follow all rules requested
of the harbor master; so if he/she asked that the diver,
who got permission to dive a harbor, use a dive
flag, then the diver is required in that situation
to use a dive flag;

**re:how far away private boats need to be from
dive flags, there is no law governing that; the
way the waterway etiquette is written, the private
boater needs to exercise caution and stay a safe
distance (presumably decided by the motor operator)
from the dive flag. i asked the deputy if there
was any u.s.c.g. law about it and he replied that
there wasn't except for what he read to me.
