This is a very easy skill to master and it doesn't take but a second to secure the crotch strap underwater. In fact, if you are vertical it is easier to put the crotch strap on underwater than it is out of the water.. The reason being, of course, that the strap will easily fall between your legs when you are vertical whereas when you are on the surface you have to reach down and grab the strap.
There simply isn't much too it and should be easily accomplished.
