Ya know, I gotta sorta agree with Bent. It is not
an absolute rule. I've met and even dated some foxy fems I've met on boats, but I think that the cold water and difficult diving does discourage them some. California is largely a hunting dive culture. Few women (but some) are into hunting. Also, it's just not fashionable, but on my last boat trip there were two women I noticed. They were a bit plain, but both of them were incredibly nice and they were fun to talk to.
