The short answer is, the anchor belongs to the state of California. I suggest you contact your nearest maritime museum or seafood restaurant for assistance in applying for permission to raise and display it. You'll probably be successful since it has no intrinsic value. However, if a marine archaeologist can connect it to a historically significant wreck, you're out of luck. In this dark day and age of artifact recovery, the preservationists rule.
