It is spread all over. That's one of the great benefits. I used to use a chest ring on a rope attached to the manifold (in the bad old days). Great for selecting the tools you need but one hell of an snag/entanglement hazard-hence the need for the panic snap-and lots of drag. The impact on trim was horiffic, also. I used to have to move the tools to the crotch d ring just to hang level on deco. Lots of extra things to do and get in the way. Dumb. Now, the last place I want a big pile of tools is on my chest where it gets in the way of everything including deployment of the long hose. By placing stuff in different places, it stays out of the way 'til needed and can serve to balance the rig.

But, as you say, streamlining is the lowest priority on your dance card.
