What you want is already here in SoCal. You just have not found it. There are some boats, for example the Great Escape, that have a limited number of staterooms available. And there are some charter groups, for example The Sea Divers that limit their groups to 28 scuba divers. Most charters will fill to the maximum the boat will allow, 32, 35 or 40 or more. However, you don't have to pay a fin and a glove for some quality elbow room with the right charter group. See www.seadivers.org for an example. In fact if you look into the dive boat schedules further you will find some with limited loads of 20. For example on the Peace dive boat they have several limited load trips to choose from. In fact one trip boards tonight.
