is to either store such tanks near to empty (150psi) or full! Being full, they will rupture the disk before they reach a pressure that would burst the tank. A half full tank (as you said) would not reach that point and might burst from the weakended metal under pressure.

Common sense says to better have it empty, but full does not seem to be that much a hazard as you suggested.
