I must say I have to agree with you that an originally O2 cleaned tank could have been filled with dirty 21% between Nitrox fills, thereby rendering the tank just as vulnerable to mishap as a tank that was never cleaned. I think that's your point. The best solution is for ALL EANx fill stations to have a membrane system that can give you 40% like Cathy's at Dive Outpost.
