It's not unusual for some agencies to require basic certs by others

TDI for example requires a candidate to obtain D/M certification or OWSI certification from any other agency before they will admit you to their own D/M or T/I programs. That way you learn the basics from NAUI/PADI/SSI etc then focus on the specifics of tech with TDI.

I dont know if GUE is adopting the same approach. I havent studied GUE's materials as closely. It seems to me that GUE is trying to do what Bret Gilliam did back when he started TDI, which is to fill a void that the other agencies have not yet filled. In the case of GUE, it seems to be cave diving. In the case of TDI, it seems to have been wreck diving.

Good question though.
