Need Info (is it OK to anchor at Cathedral cove @ Anacapa?)

I have dove Anacapa many times, but never off of my boat, and never at Cathedral cove. I have taken my boat to Anacapa for a cruise several times, but never dove from it. I know that Cathedral cove is part of the reserve, and no fish or wildlife may be taken from there out to 60 ft. depth. However, is there a restriction on how close I can get to the island (Cathedral cove) and anchor there for a photo dive?
For safety reasons, I would like to dive between the boat and the island (with a 'diver in water' flag).

On a similar but different note, what are the depth ranges there? Is it scenic? What can I expect to see there? How would you rate it compared to other parts of the island, as far as dive difficulty / quality goes?
