The shop/instructor should let you intern with any PADI OWSI, not just him, especially if he can't pony up the students. With the seasonal aspect to LA diving, I suspect it will be harder to find students as the fall continues.
However, the shop has likely already mentioned to you the 'importance' of representing the shop's interest. To a degree this make sense. But it is usually taken too far (esp for PADI), and involves not wearing different brands of gear, etc.
