Sounds like part of the pyramid scheme to me. I have trained ALOT of DM's and never have had to solicit the canidates to bring in OW students.
In regard to your question of completeing your internship with another instructor, that should be no problem. Expect the instructor that you go to to finish to assess your academics and watermanship skills prior to starting an internship, and go elsewhere if he / she doesn't. I'd be happy to refer you to some very competent individuals if you wish.
