Marta, this doesn't sound like an agency problem, but a problem with the individual instructor.
I know that my classes have dropped off 50% is Sept. I think that this is going to be a very bad winter for the dive business.
If you would like, you can get a referral, and finish your cert. here. You will have to do some water work (ocean rescues)and some dives with a basic class. The class is free, but you will have to pay for your dues, insurance, and registation fees.
Last year I offered a Free Divemaster cross-over, and only had one taker. It seemed like when I told some of the cross-over canidates that there was water water involved they weren't so interested (that offer still stands).
