Norman,
The velcro on all of the seaquest bc's wears pretty quickly or get sand and other stuff trapped in it making it not work very well.

This is a bad design by seaquest, there are two possible solutions that I can think of besides dithching your black diamond which might be your best bet.

The first possibility is maybe not that great of idea but it would work.
Here are the solutions:
1. attach fastek snaps to the weight pockets and the pockets on the black diamond where the weight pockets slide in. Here's the downside in order to ditch the weight pockets you have to unsnap the fasteks this may not be easy to do if you don't use a large fastek buckle. This is how the Halcyon pockets hold the weght in and also the new Scuba Pro nighthawk BC.
2. Remove and Replace the velcro as necessary to keep it in good workin condition.

Your really fighting a bad design doing either your best bet would be to ditch the black diamond IMO.
