Pay your fine Bob. The statute is clear. It is your responsibility to measure and ensure the size of your catch is legal. You didn't do that or your technique was wrong. By the way...were you measuring with some type of measuring device? You did say "I did find one that I was sure that he was legal, so I put him in the bag." Sounds like you made a visual estimate on that one.
Don't waste the court's (and the officer's) time by trying to explain away your mistake or trying to fight a ticket for an illegally obtained bug. Just next time...make sure of the size before you place it in the bag.
