If anything, trying to scrutinize the diver credentials opens you up to more legal risk than merely asking to see a cert card. If anything happens on the dive, it suddenly becomes your fault, not the diver's, for failing to evaluate the dive site.

And who here really is qualified to have the power to allow/deny divers entry to the dive gate?

If I had run into the militant types, I wouldn't have been able to dive the Farallones with less than 50 dives, or a host of other great spots.

Tim, I like being on your boat (as well as the Cypress Sea in Monterey) because of the lack of interference. Just give me a good site briefing and I'll take care of the rest.
