In fact this one is on PADI's final test. The students are to put in order to preference 5 ways to get up in a LOA / OOA situation. They include, Shared Air Ascent, Controlled Emergency Swimming Ascent (weights on), and Emergency Buoyant Ascent (Drop the weights, Blow and go). This is in the book, on the approved slides, and the skill of removing weightbelts is taught.

Could an instructor fail to do a good job teaching this, sure, but the student has to be aware since it hits them in the face multiple times including the final exam. I suspect that in an actual emergency a novice diver might not think too clearly. But the diver should not have left his buddy.
