Chuck Tribolet hit on some of the reasons it hasn't worked for a lot of folks, like short season for one and rough weather for another.
Some boats can work up there for a while but they have to be very specialized operations run by crazy people! In the long run there are reasons that can't be nullified by sheeer will.
If you do convince that person to do this you may be doing him a diservice, it is not an easy business even in great weather.
