After researching their history the location to ancient range theory seems something worth considering. Has this been introduced and discussed before? They are struggling to survive in finding a niche in their current environment even with man's extensive help and protection. They seem to be a displaced species that has become obsolete. The modern fisherman on scuba can dive, harvest or prune the kelp forest for greater productivity than the work of an otter. I haven't really formulated a hypothesis but I've enjoyed kicking around some thoughts about them. There is a real nice exhibit at the AOP with three otters if anyone wants to check them out up close and personal.
