I went to Steve Blair today, Dr. Rockfish at the Aquarium of the Pacific, and showed him the pix from the rig and he said he's positive it's a Kelp rockfish. Steve agreed that the rigs are NOT the place you'd find a Grass rockfish, given the potential depths.

Steve said the clincher for the Kelp rockfish ID is the shape of the eye and the yellow area located near the corner of the mouth.
