We have tried every imaginable combination of size limits, gear restrictions, seasons, bag limits. They all have their pros and cons. Each set of regulations are typically tailored to the circumstances to achieve some desired outcome. By-catch mortality (released fish that die) is a concern in every fishery and we attempt to minimize it. Many fish are not as sensitive as they might appear. Talk to someone who has caught a cabezon.
