Use a suicide clip to fasten the tag to the divers' D-ring or B/C. I love this idea because (1) it is failsafe and (2) it would totally piss off all the DIRFs.
Then collect the tags after every dive and put them back into the box, before weighing anchor.
You still need a headcount, however, because someone could have slipped back into the water to pee or to go freediving or could even have fallen off the boat. So don't forget to mention "follow-up head count."
