Now, I only make it to Cali once, sometimes twice per year, & I buy the required tag for my chance at lobster (I've never even taken one home!)
I grew up in Colorado, my father taught us to buy an elk tag every year, whether we made it out to hunt or not.... I no longer hunt there, but I do return occasionally to fish, & I buy the tag there - at the non-resident (some consider "exorbitant") rate.
The point is - & I can only speak for myself, I gladly pay the required amount, & might even pay a little more, if it would help,
but, IMHO, one necessary step is to CONVICT those who are caught! We MUST send out a message that breaking the law is not acceptable, punishment must be harsh, & no waffling.....
