sec 1.2 limits scope to national park waters. It's a long quote, not gonna post it, but I'm guessing that there may be some of that kind of water around the northern channel islands, in the park (is it national or state? I can't remember) or in one of the new MPLAs maybe.
Is there more natianl park water around than that?
