The best (and one of the most afforable) camera is the Sony CyberShot PDSC-P150 or P100. It is a great compact camera that can also be an excellent camera above land. The built in flash works great for macro photography and the macro settings + zoom are great for macro photography. If you would like, I can email you pictures I took with the camera at dive spots around southern california. The camera also takes some pretty good video clips!

Here's the cost breakdown (use pricegrabber.com):

Sony Camera - $250-$300
Sony Marine Pack MPK-PHB housing - $150
1 GB memory card - $99

Total cost: $500 - $550
