That only makes sense if you do partial pressure blending in the tank, which for most of the history of NITROX was the only way it was done. However for systems that pump NITROX less than 40% O2 that outdated standard makes no sense unless the caveat that it is for tanks that will ever see a mix above 40% O2. That obsolete standard simply does not apply to tanks filled with a membrane or stick system.
