I'd suggest Monterey!

Even though you're an advanced diver, one of my most favorite dives is along the breakwater jetty all the way out to the end.
This place has good facilities including several showers, bathrooms, and a big lawn. There is lots of parking and the Aquarius 2 Dive shop is there so you could probably get your rental gear right there.

Do the surface swim almost all the way out until the seals are swimming around you and then descend. There are kelp forests in the jetty rocks with fish, nudibrancs, crustaceans and jellies. Follow the jetty rocks down to the max (about 55 feet) and there is a sandy bottom with tube anemones and Ling Cod. Watch out for seals, they will buzz you.

HINT/TIP: Parking tickets in the Monterey can be expensive and the meter maids seem to be everywhere when you're not. Parking in the upper lot and against the wall in the jetty lot require coins or credit cards, but we used to avoid this with a trick. The CENTER LOT in the jetty lot is intended for cars/trucks with boat trailers and after 12:00 noon anyone can park there and there are no meters.
Go late, stay late, dive and you won't have to feen the meters.
