I get a kick out of your claim you posted the exact paragraph of the opinion I cited. Try actually reading the citation quote....no mention in it is a particular "paragraph".

You may wish to argue your position to the CA AG, Bill Lockyer......I have read some of his filings and he too cites People v Superior Court as proof that when one is stopped for a traffic citation, a person is technically arrested, then after signing a promise to appear, is released.

Interestingly enough, the cite of People v Griffith seems to lend credence to my claim that when a DFG boards a boat with no "rational suspicion" of a crime having been committed, that they may not legally stop a citizen.

Why don't you try actually posting the entire page 186 and 200 along with a holding summation.
