The very best spot is Tubbataha Reefs, about 100 miles off of Palawan and only reachable by liveaboard... great diving as good as anywhere else I've done (Fiji Liveaboard, Honduras, Sipadan.. etc). The season is only about 3 months long (march-June) otherwise the waters are too rough.

Beyond that each place has different specialties>

PG/Anilao - Nudibranchs ( a little over dived for my tastes)
Coron Bay - Great Wreck Diving/full tech including tri-mix
Leyete - Seasonal Whalesharks
Apo Island - Great all around, good macro
Alona Beach/Bohol - Great underwater geography, good overall
Camiguin Island - Great diving, great resort, where I did my most recent trip.
Moalboal - solid diving, good deep walls
Boracay - diving is so so, but powder white beaches, crazy night life
Sipalay - Good healthy reefs, nice resort
Malapascua - Thresher sharks


If you are adventous my personal favorite is Camiguin Island, my friend owns a resort there. If you want more info let me know, I have recommendations/contacts for each location so you won't be ripped off (or at least not too badly... eheh)

Generally the diving gets better the farther south you go.
