Some rules (laws) are designed to be enforced at the disgression of the athority.

A good example is teen curfew. Gang, punk or seedy looking youth can expect enforcment. Blond white 16 year old girls with a firemans sticker on the back of the car and bunch of bibles in the back seat who use the term "Sir", may not experience the full force of the law.

Chris's rules are not strictly enforced. Probably since most folk at this time are being mindful uf their manners.

There are always workarounds...
