Two places frequented by divers in the off-season are the Seaport Village Inn and the Hermosa Hotel. If it is open, the Atwater is another basic hotel at "reasonable" (for Avalon) prices.

Keep in mind that although I've lived here going on 37 years now, I've only stayed in two hotels and I was in one only because I couldn't walk home (this was in my youth of course).
