Instead of the extension tube, try a screw on diopter. The higher the + the better, you can even stack them. Just be sure to screw it on underwater, or you may not be able to remove it. Also, check for bubbles. There is a 60% loss in water, thus a +10 in water is only a +4 magnification. Besides the magnification, it will also reduce the focal length. How much? Stick the setup, in a bathtub and take a picture of a ruler.

With an external filter, you can always take it off and shoot the 20mm at Harbor Seals
