No one has said that you don't need solid diving skills and experience. No one is disputing that.

I get a bit confused and perplexed. Recreational Divers go off to Palau, Truk, Cocos, Cozumel, where ever, and do some recreationally deep dives every day. It is accepted. How come if someone goes diving in California it is different? I don't get it. Instead of recreational diving California divers are dodging bullets?
