Dick,
First make sure you are cleaning the valve after every dive. The rubber stopper will get sticky after dives where you might have a leak or sweat heavily. That's the first thing before sending it of. Second depending on valve manufacturer, it can be serviced, the spring may be old or corrode. Pretty easy to replace the valve with a new one if you want. You can send it off of course but the down time is usually significant. I tend to need it back in action sooner. Mine may going back to DUI soon if I can't solve the leak problem so I feel your pain. I have a cuff dump that is finicky but usually justa bump or two frees it on descent.
