I made a call out to Wrigley today, our pal Lorraine Sadler described it to me as originating from tunicates(salps,etc.) and they generate it to act as a 'netting' that traps plankton for food. She mentioned during large (plankton)blooms that we may not see, these 'nets' can become too full and dislodge from the animal and then are found in blue water or strewn across gorgonians, bottoms, etc. She mentioned another tunicate they study that is almost like the 'snot' itself. Water temps affect blooms. HTH
