I would tell you that while a number of boats in the area have compressors that are theoretically capable of pumping 3500 psi, for a variety of reasons (including their need to fill a number of tanks in a short period) I don't think it's too much of a stretch to say that you will NEVER get a 3500 psi cold fill on a local boat. I certainly never have, not even hot.

Which is why I would suggest going with a LP tank, or a large-volume HP like a 130 which will give you in effect roughly 105 CF of air at the 2900 psi you are likely to be able to get on a boat. This assumes of course that the size and weight of the tank work with your physique.
