I had a twelve foot inflatable during the 1990s and dived the L.A. Breakwater dozens of times. I've seen two Giant Sea Bass there as well as a lot of large lobsters. I used to tell other divers that anything you can find around Palos Verdes can be seen at the breakwater in high concentration.
I never trusted diving from an anchored boar there. The bottom is soft silt, and any wind will cause your anchor to drag. I surfaced once to find my inflatable gone. Within a few seconds I saw a buddy coming around Angel's Gate towing my boat behind his. He saw it with the dive flag up in the middle of L.A. Harbor and knew I wouldn't break the law by diving in there, so he pulled it outside to look for me.
My ex-wife used to worry that the guys fishing on the rocks would jump in the water and steal the boat, saving them the long walk back to Cabrillo Beach.
