I guess this means that a season limit should be considered. Divers should not have to be in fear of a home freezer raid if they have 10 bugs in posession. Make it 70 per year, 90 percent of divers will never come close to that, and it would prevent the few that stockpile hundreds. Reminds me of the diver I ran into at a dive shop, I thought I was doing well in the early bug season and proudly stated I hit 30 bugs in the month of October.
