The problem with keeping the dive shop running smoothly at SC is the fact that they can't just put anybody in there. It takes a certain person with knowledge about diving and how to run a dive shop and they aren't willing to pay the right person (as dive section manager) to do the job effectively. So, upper management tries to manage it remotely and stick know-nothings in there to run the counter.
It also costs them too much money to spot stock stuff at various stores so they wait until all the stores need one particular item then they order a bulk quantity for price discounts, so that means your store has to wait for all the other Sport Chalets to run low before you get defog.

This is the big store retail model.
