I have seen needlefish before, although never in California, and the look and behavior of my pipefish was very different. The pipe fish was vertical in the water column green in color and using its pectorals for stabilization. It also had a diamond shaped tail fin not typical of needlefish. Needle fish are also tropical fish if I am not mistaken.
