Ted did not create the dive flag but in fact Mr and Mrs Dockey did. Ted promoted and helped sell the flag to the dive community. I have personally seen the evidence stating that the Dockerys in fact created the dive flag. Ted was a great help in getting out to the larger public because his travels as a salesmen.
