There's a burst disk on the valve that will rupture and release the pressure before the tank explodes so you weren't in any danger (as long as the burst disks weren't "plugged").

I agree that it's not a wise policy to routinely overfill tanks but it happens occasionally, especially in a busy resort environment. I don't think it's anything to get upset about.
