Lobster traps in Santa Monica Bay?

Hello fellow dive enthusiasts!--
As an avid beach/lobster diver I was anxious to squeeze in a dive last weekend before the Thanksgiving hoopla was upon us. Given my limited time I chose Escondido Beach. South-facing and protected, I knew it would be easy entry/exit, and as I hadn't been there yet this lobster season, had no idea if I would spot any of those wily crustaceans or not. I covered a lot of ground and came across not one, but two lobster traps! Both with a single, sad occupant staring at me forlornly. I had always heard no traps allowed in Santa Monica Bay-- what gives??? I thought about temporarily liberating the prisoners (to teach these greedy commercial guys a lesson) but then I thought maybe there had been some official changes I was unaware of.... Can anyone enlighten me on this? Thanks so much-- dive safe!
