Their mission statement includes protecting the economic interests of the nation. Because artificial reefs can stimulate local economies it is too bad they don't have a program to clean up the ships for "destination divesite". It would make sense to me. The Russian Destroyer in Cayman was sent to Cuba for cleaning because that was the only place that it could be done at reasonable cost.
