at all, weeeeeeell, not really. an unenforceable
rule is a waste of time, effort, and $$ and doesn't
resolve the issue. hence, w/this logic, you are
falling into the trap that rules, stupid rules,
rules that ultimately don't mean anything, hollow
rules are worth something when they aren't. it then
becomes more bureaucratic than anything else--and
bureacracy is EXACTLY what sensible people try
to prevent/avoid.
