I am purely specualting here but I think the confusion stems from the fact that Ken views Nitrox as *technical* whereas NAUI appears to view it as recreational so the confusion I BELIEVE comes from the fact that when I read NAUI saying a push to mandate for all basic classes I think it applies to all classes.
Ken may want to comment but that's my read..
