secondary inflation question

The gentleman from Halcyon had a couple of different orange plastic inflatables. The sausage, the lift bag, all the way to the boat. He mentioned that these were excellent for secondary bouyancy, should the primary wing fail. It was implied that most DIR folks carry one of these devices in the BP space.

Would the possession of one of these alternative bouyancy devices be considered in this argument. Could one dive wet steel with one of these in possession, since it would qualify as redundant bouyancy? I do assume it would have to be a closed system to even begin to qualify?
